U.S., India reach agreement on nuclear power

President Obama announced a tentative agreement in New Delhi Sunday with India’s prime minister to open the country to U.S. firms investing in commercial nuclear power, a step that the two leaders said underscores improved bilateral relations.

The president and Prime Minister Narendra Modi said they reached an “understanding” on liability of U.S. companies in the event of a nuclear accident, and on U.S. insistence of tracking nuclear materials — issues that had prevented American companies from building reactors in India since an initial breakthrough agreement in 2006.

Russia may build up to 24 nuclear power units in India

MOSCOW, December 8. /TASS/. Russia may build 20-24 nuclear power units in India against 14-16 units agreed previously, the Times of India reported Monday, citing Russia’s ambassador Alexander Kadakin.

The new road map on the countries’ cooperation in the nuclear industry can be formed during Russian President Vladimir Putin’s visit to Delhi on Thursday.

“We have big plans for nuclear energy cooperation,” Kadakin said, addressing a news conference ahead of Putin’s visit. “Russia had agreed to help India build 14-16 nuclear units. Now it seems that demand of India is much bigger and this may rise to 20-24 units.”
The countries plan to start negotiations for the construction of a fifth and sixth units at the Kudankulam nuclear plant soon, he also said. An agreement on the construction of the plant’s third and fourth units will be signed during Putin’s visit, he also said.

India: Country’s growth depends on nuclear energy: NPCIL officials

Nuclear Power Corporation of India Limited (NPCIL) has given a categorical assurance to people that the proposed Kovvada nuclear project in Srikakulam district will be safest on the lines of other existing projects in India. On the invitation from NPCIL officials, media personnel from Srikakulam district visited Madras Atomic Power Station (MAPS) which was constructed three decades ago in Kalpakam of Tamil Nadu

During the tour from June 18th to 20th, the officials have shown the plant, safety measures and welfare activities to improve health and educational standards in and around Kalpakam under Corporate Social Responsibility (CSR). MAPS Station Director T.J. Koteswaran said that the NPCIL has been spending Rs. 25 crore every year in the country for CSR activities. 

According to the Corporation, India has to depend upon nuclear power for its future needs since thermal, hydel and solar powers cannot meet the growing electricity demands of the country. 

The country’s current installed capacity is 2.11 lakh mega watts and it will require 4.25 lakh mega watts of power by end of 2020. Countries like United States, China and France are still heavily depending on nuclear power since it will be cheaper and eco-friendly compared to thermal power projects. 

Giving a power point presentation Kovvada plant Project Director G.V. Ramaesh and MAPS Operations Superintendent M.Venkatachalam said that future nuclear projects will be safest plants with the adoption of advanced technology. 

They said that new plants such as Kovvada project would spur the economic activity on the lines of Kalpakam which had witnessed rapid development in the last two decades.

Russian ambassador: Nuclear power India's future

PANAJI, India, May 28 (UPI) -- Russian Ambassador Alexander Kadakin said that nuclear power is the future of energy for India.

Kadakin argued that even if India somehow acquired global oil output, it wouldn't prove sufficient for the country's long-term energy needs.

Kadakin spoke to journalists after inaugurating a Russian consular office in Panaji, observing.

"Nuclear power is the only way out of the situation," Kadakin said. "It can make India self-sufficient in energy. Otherwise, even if India buys all the oil in the world, it would not be sufficient for its energy needs."

India: Kudankulam nuclear power plant to be commissioned in May

New Delhi, Mar 20: The Nuclear Power Corporation of India Limited (NPCIL) has made it clear that the Kudankulam Nuclear Power Project (KKNPP) cannot not be commissioned next month. 
 
V Narayanasamy, Minister of State in the Prime Minister's Office, had told the Lok Sabha that the reactors at the plant would be commercially operated in April. However, NPCIL said that Unit-1 of KKNPP can be commissioned only by May. 
 
As for the second unit, NPCIL indicated that it may be commissioned by the year end. This is not the first time that Narayanasamy had given a specific time frame for the commissioning. In Dec 2012, he informed the Lower House of Parliament that commercial operation of one of the two 1000 megawatt reactors would be possible within days. "There is no confusion or delay in commencing generation of power," he averred.

India and France discuss developing six new EPR units

Indian prime minister Manmohan Singh stated that he and France's President Francois Hollande remain committed to the project to construct six EPR units at Jaitapur.

During a state visit to India by Hollande, Singh said, "We reviewed progress on the Jaitapur nuclear power project and reiterated our commitment to its early implementation as soon as the commercial and technical negotiations, which have made good progress, are completed."

A memorandum of understanding to cooperate on the construction of the Jaitapur plant, including lifetime fuel supply for the units, was signed by Nuclear Power Corporation of India Ltd (NPCIL) and Areva in February 2009.

India close to signing commercial pact with Areva

NEW DELHI: India may sign a commercial pact with French power major Areva for building two nuclear power reactors at Jaitapur in Maharashtra during the visit of French President Francois Hollande here next month.

"We have set our objective that before the French President's visit we should come to a good converging situation.I hope we are close to that," Atomic Energy Commission Chairman Ratan Kumar Sinha said when asked about talks with Areva.

He said the deal with Areva was one of the drivers for quick action in the relations with France.

"There have been plenty of discussions already, mainly on the techno-commercial offer and there seems to be reasonable hope of convergence," Sinha said.

He said lot of attempts have also been made by the French side and meetings have already taken place between the top officials of the nuclear establishments of both the countries.

IAEA to complete operational safety review of Rajasthan nuclear plants on Wednesday

International Atomic Energy Association’s (IAEA) 12-member operational safety review team (OSART) would complete on Wednesday its operational safety performance of 3&4 units of  Rajasthan Atomic Power Stations (RAPS). This is IAEA’s 171 st  OSART review across the globe since the programme´s inception in 1982 and first of any nuclear power plant in India.

India’s all 20 nuclear plants have undergone peer review earlier by international experts from the World Association of Nuclear Operators (WANO). At present RAPS consist of 8 units including two units of 700 MW each under construction and generating a total of 1,140 MW.

RAPS 3&4 site director JP Gupta told Business Standard “IAEA team headed by Miroslav Nipar has been carrying out its review since October 29. The team was here at the invitation of the Government of India.” He informed in OSART missions, the IAEA coordinates internationally-based teams of experts who conduct reviews of operational safety performance at nuclear power plants.

According to Gupta, the OSART mission has reviewed good practices launched by RAPS 3&4 and it would suggest improvements further improve operational safety. He said two units of 220 MW each were in operation since 2000.

Kudankulam Nuclear Power Project to start production by first week of December

 NEW DELHI: The controversy-hit Kudankulam Nuclear Power Project (KNPP) will start its production by the first week of December and the first tranche of entire 1,000 MW of power will go to Tamil Nadu, Union minister V Narayanasamy said today.

He said enriched uranium has been fed in the core of the vessel and the lid was closed. "Now, the vessel is being pressurised. After that trial run will start. That will go for about 20 days. Thereafter the production is likely to start. Probably in the end of November or first week of December," he told PTI here in an interview.

Citing letters from Tamil Nadu Chief Minister Jayalalitha to Prime Minister Manmohan Singh on power shortage, the Minister of State in the Prime Minister's Office said the "entire 1,000 MW (of power from the plant) has to be given to Tamil Nadu".

India gets ready for Kodak moment at Kudankulam nuclear power plant

NEW DELHI: India is set to cross a major hump in its nuclear power programme with the Kudankulam plant expected to begin generating power within a month after it goes critical in the next 10 days, marking an end to prolonged delays due to local protests and anti-nuclear activism.

The first unit of the Russian-built nuclear plant is close to a landmark moment after post-Fukushima public unease over atomic power and a powerful alliance of church groups and activists threatened to thwart India's ambitious plans to build 20 plants in the 12th Plan.

Kodak moment

With Tamil Nadu CM J Jayalalithaa backing the project that will ease the state's power deficit and having faced a Supreme Court scrutiny of the $3 billion plant's safety features, the government is anticipating a Kodak moment when turbines begin to turn at Kudankulam.

Successful commissioning of the Kudankulam unit will help translate the promise of power into tangible benefits that the government hopes will help sway public opinion, particularly in the plant's neighbourhood. It will also pave the way for faster work on nuclear plants planned at Maharashtra's Jaitapur and Haryana's Fatehabad.

Five points on the future of nuclear power in India

In response to my recent article in The Hindu, The real questions from Kudankulam” (edit page, September 14, 2012), supporting nuclear power and arguing for an independent regulatory authority, I received much feedback, largely positive, some critical; some of which deserves a response. Many of these points have been made by others, repeatedly, but some are new to me. 

1) Independent oversight: Two credible people said that I was too critical of the Department of Atomic Energy (DAE) and particularly the current regulatory authority, the Atomic Energy Regulatory Board (AERB), which they said has been doing its job “without fear or favour.” This may be true (indeed, India’s nuclear safety record is outstanding) but, if the Kudankulam mess teaches us anything, it is that perceptions matter as much as reality. A truly independent AERB successor, the proposed Nuclear Safety Regulatory Authority (NSRA), with transparency, significant powers and, ideally, international representation, would also serve the cause of safety in future. That the AERB has acted fairly and independently so far does not guarantee that it will always do so. 

Another point is that the NSRA cannot draw on independent nuclear expertise in India because none exists outside the DAE (one reason for international representation). We should encourage investments by the private sector, subject to NSRA oversight, and encourage leading non-DAE institutions, such as the Indian Institutes of Technology, to develop programmes in nuclear engineering. Meanwhile, the NSRA will require civil engineers, seismologists, radiation safety specialists, and other experts besides nuclear scientists, who exist independently of the DAE. 

2) Risks and reality: The probability of a nuclear catastrophe may be very low but is not zero. How can we expose people to such a risk? Indeed, statements from the DAE like “Kudankulam is 100% safe” are not credible and a proper risk assessment is required. But, based on experience, the risk of a catastrophic accident at a nuclear plant seems minuscule compared to a similar risk at unscrutinised chemical factories everywhere: despite Bhopal, which is yet to be cleaned up adequately, there is no demand for bans on such factories. Most nuclear accidents have had few or no fatalities and no leak of radiation. In the past 25 years (since Chernobyl), only Fukushima has resulted in significant radiation exposure to the public. Few industries can claim a better record of safety. 

As for nuclear liability: all of us deserve answers on this. It is not consistent to assert safety while denying liability, as the government apparently seeks to do. 

What of military or terrorist attacks? Israel attacked an Iraqi plant in 1981 and a putative Syrian plant in 2007, but neither plant was loaded with fuel. An attack on Iran could have graver results. To cause a meltdown, such an attack would have to destroy the cooling system but keep the nuclear fuel confined. This looks unlikely, but I’m not a nuclear scientist and the question should be addressed by the DAE. Terrorist threats on the ground look still less likely to succeed. As for a 9/11 type attack: according to the U.S. Council on Foreign Relations website, “no one knows” what would happen if a commercial airliner crashed into one of the older U.S. plants, though many of them are built to withstand impacts from light planes. However, experts rule out a nuclear explosion. A conventional explosion can still spread radiation, but not on the scale of Chernobyl. These are points that, I believe, the DAE should address. 

3) Emergency preparedness and liability: In the event of a disaster at Kudankulam, it is impossible to evacuate such an area rapidly, and medical facilities are inadequate. But this is not unique to nuclear power. Cyclones, floods, industrial accidents all occur regularly and we have not learned our lessons. The DAE should take the lead in ensuring disaster preparedness near its installations, but cannot be blamed for our country’s larger failures.

India: Fuel loading completed at the Kudankulam nuclear power plant, critiality processes commenced

Despite being dodged by safety concerns and continuing protests, atomic scientists have completed loading of enriched Uranium fuel in the first of the two 1000 MW Russian-made nuclear power reactors at Kudankulam and kickstarted the process towards attaining criticality.

This has brightened the prospect of early power generation from the Kudankulam Nuclear Power Project (KKNPP), which is inching closer to getting commissioned.

While it was Buddha's smile for Pokhran II, here the day chosen was Gandhi Jayanthi. Though the green signal for fuel loading was accorded by the country's nuclear watchdog AERB on August 10, it took time to commence work due to court cases.

After the Madras High Court cleared the decks, the Supreme Court too refused to stay the loading of fuel assemblies.

According to sources in KKNPP, Uranium rods were inserted in all the 163 fuel assemblies and the procedure for criticality was launched on Tuesday.

However, this does not mean immediate power generation as the process involves five stages. This comprises safety and radioactivity tests. While confirming that loading of Uranium-235 was complete in Unit-I of the atomic power plant, sources were silent on whether it was recycled fuel that is being used.

India: Kudankulam nuclear power plant is safe: NDMA

In the midst of ongoing protests against Kudankulam Nuclear Power Plant, the National Disaster Management Authority today said all nuclear installations in the country were safe and there was no need for any worry for the people living in the surrounding areas.

"There is no need for any concern for any of the plants," NDMA vice-chairman M Shashidhar Reddy said at a press conference here.

Reddy said Prime Minister Manmohan Singh, senior government officials and experts have repeatedly said there would be no compromise on the safety standard of any of nuclear plants.

"Not only Kudankulam but Kalpakkam Atomic Power Station, which too is located in Tamil Nadu, is also safe. Government has taken several safety measures and it would continue to do so. I think there is need for some awareness," he said after a day-long session on various aspects of disaster management organised on the occasion of 8th foundation day of NDMA.

Reddy said government has already announced a Rs 500 crore development project for the surrounding areas of Kudankulam Nuclear Power Plant.

"We have asked all states, which have nuclear plant, to prepare development plan for people living in areas near the plant. Karnataka is preparing one and other states will also come up. Fund is not an issue," he said.
The NDMA vice-chairman said drills were carried out in six states which host nuclear plants to aware people how to deal with any disaster.

India: Foundation stone of Haryana's nuclear power plant to be laid in January next

Chandigarh: The foundation stone of a nuclear power plant to be set up in a village in Haryana's Fatehabad district will be laid in January next, Congress MP Ashok Tanwar said on Sunday.

The technical survey for the plant to be set up in Gorakhpur village is in progress, he said.

The MP from Sirsa thanked farmers for giving their land for the nuclear power plant which, he said, will not only be safe but also environment-friendly.

India: Enriched uranium fuel loading begins at Kudankulam Nuclear Power Project

NEW DELHI: India's nuclear operator has started loading enriched uranium fuel in the first reactor of the Kudankulam Nuclear Power Project after getting the final clearance from the Atomic Energy Regulatory Board (AERB) on Tuesday.

"The fuel loading has started on Wednesday," a senior official in the nuclear estalishment said.

The Kudankulam nuclear plant had run into a rash of protests following concern in the local communities on safety issues in the wake of the Fukushima nuclear accident in Japan in March last year.

The official said the AERB had granted its final clearance to start loading of 163 fuel bundles late evening on Tuesday after the Nuclear Power Corporation of India Limited (NPCIL) fulfilled the conditions set by the regulator.

The loading of fuel is expected to take about 10 days, officials said.

The NPCIL is setting up two 1,000 MW nuclear power reactors at Kudankulam with Russian collaboration.

INDIA: KUDANKULAM NUCLEAR PLANT SET TO GENERATE POWER

Kolkata, Sept. 3 -- Ending the long legal and socio-political battle, the Kudankulam Nuclear plant in Tamil Nadu is all set to start generating power from next month, opening a new vista in the country's nuclear safety regulations.

This was announced here today by well-known nuclear scientist and former Chairman of Atomic Energy Commission as well as the Planning Commission M R Srinivasan while addressing an international seminar on 'Frontiers of Sciences' and later speaking to reporters on the sidelines.

Dr Srinivasan, who is now a member of the AEC, said following a recent Chennai High Court order dismissing a Public Interest Litigation(PIL) filed by the Peoples' Movement Against Nuclear Energy(PMANE), a self-styled Human Rights Organisation, the Kudankulam Plant authority under the guidence of the Nuclear Corporation of India (NPCI) was now gearing itself to start loading the nuclear fuel to generators from as early as next week.

" As a result generation of nuclear power by the plant in all likelihood would start from next month(October)itself," Dr Srinivasan said in support of his observation, adding that initially about 350 mw of power would be generated from its two reactors.

Referring to the safety measures undertaken by the plant authority, costing over Rs 500 crores over the past few years, the AEC member assured the audience that all possible measures had been in place to ensure maximum safety to the plant by all international standards.

The two major nuclear accidents at Chernobyl in Russia in the year 2000 and one at Fukushima plant in Japan last year had opened the eyes of every nuclear scientists in case of accidents and natural disasters.
" These unfortunate incidents forced all reactors in every nuclear plant across the globe to adopt the most stringest safety norms without any compromise at any point to prevent any Chernobyl or Fukushima like disasters in future," he emphasised.

Underscoring the need for more and more countries, particularly India,to opt for nuclear power generation to meet their rising energy demand,Dr Srinivasan claimed that without nuclear power India could no longer have cheap and abundant source of electricity to ensure over seven per cent annual GDP growth.

India: Madras Atomic Power Station to restart after shutdown

Chennai : Two reactors of the Nuclear Power Corporation Ltd's (NPCIL) Madras Atomic Power Station (MAPS) that shut down after a power supply breaker tripped leading to a power cut early Sunday would restart generation around Aug 23, said a senior official here Monday.

"Around 1.15 a.m. Sunday, a breaker in 230 KV switchyard tripped resulting in power supply failure. The reactor's automatic shutdown process was triggered. Both reactors shut down their operations. Both units would come back to operation by Aug 22 or Aug 23," K. Ramamurthy, station director, MAPS, told IANS.
According to him, four standby diesel generators got into operation immediately when the main power supply failed.

"There was no sudden surge in power generation or supply that resulted in the breaker to fail," Ramamurthy said.

He said that the breaker that failed is one of the old ones, all of which MAPS is replacing.

"We have 11 such breakers and have replaced six units. Each component costs about Rs.20 lakh," Ramamurthy said.

"The moment the power failure happened the turbines tripped. We came to know of the incident immediately as the sirens sounded out," Ramamurthy said.

Located in Kalpakkam around 70 km from here, MAPS has two reactors of 220 MW each, but they have been functioning below their rated capacity owing to paucity of fuel.

"The fuel supply situation is improving. The first unit was generating 180 MW and the second around 160 MW. By the end of this year we expect the power generation to touch full capacity at both the units," Ramamurthy said.

The shutting down of the two reactors did not affect the fast breeder test reactor (FBTR) and the mini reactor Kamini located at Indira Gandhi Centre for Atomic Research (IGCAR).

A breeder reactor is one that breeds more material for a nuclear fission reaction than it consumes. Power supply to IGCAR comes from MAPS.

India: Powerless power in the age of nuclear renaissance

On July 31, 2012 for the second consecutive day, three of India’s five power grids collapsed, depriving 50% of the world’s second most populated country of electricity. The failure of the northern, eastern and north-eastern grids caused a blackout for 700 million consumers. Around 500 trains were stranded, water treatment plants were shut down and hospitals failed to operate. Airports however kept operating by swiftly switching over to alternative sources of power.

Power blackouts are certainly not new in India. The country even has its own pet term for power outages – “load shedding”, i.e., when the demand for electricity is higher than the available supply, the circuit sheds the load by rationing power for a while. For a country trying to meet its energy needs by wooing the nuclear industry without attending to its own shaky infrastructure, the July 2012 blackout is indeed a slap on the face. However, as is the case with every debacle in India, the government has not wasted much time in turning thick-skinned and commencing a blame game, apparently its favourite sport after cricket.

The three states accused of overdrawing power from the northern grid, namely, Punjab, Haryana and Uttar Pradesh, had been drawing power in excess of their allotted quota well throughout June in order to meet the high power needs for sowing during the low-monsoon paddy season. According to the Economic Timesreport, both the grid operator and the regulator were well-aware of this but did nothing substantial to prevent it. On July 30, 2012 when the northern grid failed the first time, 385 million consumers were deprived of power for 12 hours. Sushil Shinde, the Minister of Power, boasted of how effectively power was restored within six hours. The next day when the northern grid collapsed again, the power ministry permitted the withdrawing of power from the eastern and the north-eastern grids, thereby collapsing the latter two as well. The Central Government in New Delhi accused the State Electricity Boards of responsibility for the crisis without addressing the inaction of the centrally-owned Power Grid Corporation when overdrawals of power were initially detected.

According to the World Nuclear Industry Status Report 2012 released last month, notwithstanding the Fukushima incident, one-third of nuclear countries generated their “historic maximum” of nuclear power in 2011, which included India, South Korea, China, Russia and Brazil amongst others. Three-quarters of nuclear plants currently under construction are concentrated only in three countries – China, Russia and India - and these along with South Korea are the only ones in the world where multi-plant construction is going on at present.

India’s self-proclaimed nuclear renaissance foresees itself meeting 25% of its own energy needs through nuclear energy by 2050. This Indian nuclear renaissance certainly has its own problems. However, what must be noted is that even if the Department of Atomic Energy accomplishes the miracle of meeting its own target of electricity production (which it so far has never done), the absence of a regulatory authority or an Automatic Demand Management System in the power grid can still plunge the nation into darkness and literally blackout India’s energy future.

India: Kudankulam nuclear power plant gets nod for loading fuel

CHENNAI: The Kudankulam nuclear power plant is likely become operational by month-end with the Atomic Energy Regulatory Board (AERB) giving its approval for loading fuel in the 1,000MW first unit. The green signal for loading fuel, the last step before the reactor starts producing power, came after a meeting of the regulatory board on Thursday evening.

"The board in principle gave its clearance for loading fuel after reviewing the progress of Unit 1. An official communication is being sent to the Nuclear Power Corporation Limited (NPCIL) and the plant authorities in this regard," AERB chairman S S Bajaj told TOI. Once the first of the two 1,000MW units becomes operational, Tamil Nadu will get around 450MW and the rest will be shared between Kerala, Puducherry and the central grid.

Fuel loading is likely to begin in another 10 days and power production by the end of this month, said an NPCIL official. "The fuel assemblies are ready, which are open to inspections by officials of the International Atomic Energy Agency (IAEA). Fuel loading will happen in the presence of IAEA officials," the official said. Russia, which has provided the two VVER-type reactors, has also provided the fuel to last till the lifetime of the reactors (35 years).

40 India nuclear plant workers contaminated

JAIPUR - More than 40 workers at a nuclear power station in northern India have been exposed to tritium radiation in two separate leaks in the past five weeks, company managers said on Tuesday.

The first accident occurred on June 23 when 38 people were exposed during maintenance work on a coolant channel at the Rajasthan Atomic Power Station in Rawatbhata, senior plant manager Vinod Kumar told AFP.

Two of them received radiation doses equivalent to the annual permissible limit, he said, but all those involved have returned to work.

In a second incident last Thursday, another four maintenance workers at the plant were exposed to tritium radiation while they were repairing a faulty seal on a pipe.

India is on a nuclear power drive, with a host of plants based on Russian, Japanese, American and French technology under consideration or construction.

The country’s economy is currently heavily dependent on coal, getting less than three per cent of its energy from its existing atomic plants, and the government hopes to raise the figure to 25 per cent by 2050.
