Five points on the future of nuclear power in India

In response to my recent article in The Hindu, The real questions from Kudankulam” (edit page, September 14, 2012), supporting nuclear power and arguing for an independent regulatory authority, I received much feedback, largely positive, some critical; some of which deserves a response. Many of these points have been made by others, repeatedly, but some are new to me. 

1) Independent oversight: Two credible people said that I was too critical of the Department of Atomic Energy (DAE) and particularly the current regulatory authority, the Atomic Energy Regulatory Board (AERB), which they said has been doing its job “without fear or favour.” This may be true (indeed, India’s nuclear safety record is outstanding) but, if the Kudankulam mess teaches us anything, it is that perceptions matter as much as reality. A truly independent AERB successor, the proposed Nuclear Safety Regulatory Authority (NSRA), with transparency, significant powers and, ideally, international representation, would also serve the cause of safety in future. That the AERB has acted fairly and independently so far does not guarantee that it will always do so. 

Another point is that the NSRA cannot draw on independent nuclear expertise in India because none exists outside the DAE (one reason for international representation). We should encourage investments by the private sector, subject to NSRA oversight, and encourage leading non-DAE institutions, such as the Indian Institutes of Technology, to develop programmes in nuclear engineering. Meanwhile, the NSRA will require civil engineers, seismologists, radiation safety specialists, and other experts besides nuclear scientists, who exist independently of the DAE. 

2) Risks and reality: The probability of a nuclear catastrophe may be very low but is not zero. How can we expose people to such a risk? Indeed, statements from the DAE like “Kudankulam is 100% safe” are not credible and a proper risk assessment is required. But, based on experience, the risk of a catastrophic accident at a nuclear plant seems minuscule compared to a similar risk at unscrutinised chemical factories everywhere: despite Bhopal, which is yet to be cleaned up adequately, there is no demand for bans on such factories. Most nuclear accidents have had few or no fatalities and no leak of radiation. In the past 25 years (since Chernobyl), only Fukushima has resulted in significant radiation exposure to the public. Few industries can claim a better record of safety. 

As for nuclear liability: all of us deserve answers on this. It is not consistent to assert safety while denying liability, as the government apparently seeks to do. 

What of military or terrorist attacks? Israel attacked an Iraqi plant in 1981 and a putative Syrian plant in 2007, but neither plant was loaded with fuel. An attack on Iran could have graver results. To cause a meltdown, such an attack would have to destroy the cooling system but keep the nuclear fuel confined. This looks unlikely, but I’m not a nuclear scientist and the question should be addressed by the DAE. Terrorist threats on the ground look still less likely to succeed. As for a 9/11 type attack: according to the U.S. Council on Foreign Relations website, “no one knows” what would happen if a commercial airliner crashed into one of the older U.S. plants, though many of them are built to withstand impacts from light planes. However, experts rule out a nuclear explosion. A conventional explosion can still spread radiation, but not on the scale of Chernobyl. These are points that, I believe, the DAE should address. 

3) Emergency preparedness and liability: In the event of a disaster at Kudankulam, it is impossible to evacuate such an area rapidly, and medical facilities are inadequate. But this is not unique to nuclear power. Cyclones, floods, industrial accidents all occur regularly and we have not learned our lessons. The DAE should take the lead in ensuring disaster preparedness near its installations, but cannot be blamed for our country’s larger failures.

India: Enriched uranium fuel loading begins at Kudankulam Nuclear Power Project

NEW DELHI: India's nuclear operator has started loading enriched uranium fuel in the first reactor of the Kudankulam Nuclear Power Project after getting the final clearance from the Atomic Energy Regulatory Board (AERB) on Tuesday.

"The fuel loading has started on Wednesday," a senior official in the nuclear estalishment said.

The Kudankulam nuclear plant had run into a rash of protests following concern in the local communities on safety issues in the wake of the Fukushima nuclear accident in Japan in March last year.

The official said the AERB had granted its final clearance to start loading of 163 fuel bundles late evening on Tuesday after the Nuclear Power Corporation of India Limited (NPCIL) fulfilled the conditions set by the regulator.

The loading of fuel is expected to take about 10 days, officials said.

The NPCIL is setting up two 1,000 MW nuclear power reactors at Kudankulam with Russian collaboration.

India: Kudankulam nuclear reactor to be fuelled soon


The Nuclear Power Corporation of India Ltd is hopeful of soon getting clearance from the sectoral regulator to fuel the first reactor at Kudankulam Nuclear Power Project (KNPP), a senior official said Sunday.

"We had two detailed meetings with Atomic Energy Regulatory Board (AERB) Friday and Saturday. We hope to get a positive response from AERB in a week's time-by coming Saturday or Sunday," S.A. Bhardwaj, director (Technical) said over the phone.

According to him, NPCIL is not working towards any specific date like Aug 15 (Independence Day) to load the 163 fuel assemblies into the 1,000 MW light water reactor (LWR) supplied by Russia.

"Prior to the loading of the fuel we have to put in some components into the reactor. We will do that after getting AERB's nod to load the fuel. The process may take couple of days. We do not want to fix the components without the regulator's nod. We hope AERB would not ask to do us some more tests," Bhardwaj added.

"After getting the AERB nod we have to inform the International Atomic Energy Agency (IAEA) about moving the fuel from the stores to the reactor. It is up to IAEA to send a person or not to oversee the process," Bharadwaj said.

As KNPP falls under the safeguard agreement signed by India with IAEA, the latter have to be informed about fuel loading.

According to officials, NPCIL has communicated to the Tamil Nadu government that the fuel loading would happen around Aug 15.

"The loading may happen around Aug 15. It could be Aug 16th or 17th," Bhardwaj remarked.

Interestingly the fuel loading is expected to happen nearly one year after the protest against the KNPP erupted at Kudankulam and nearby Idinthakarai in August last year.

NPCIL is building two 1,000 MW reactors - supplied by Russia - in Kudankulam in Tirunelveli, around 650 km from here.

Work at the project came to a standstill last year after villagers in the area, fearing for their lives in case of a nuclear accident, mounted an intensive protest under People's Movement Against Nuclear Energy (PMANE) banner.

India: Reactor Pressure Vessel opened in Kudankulam Nuclear Power Plant

CHENNAI: The Kudankulam Nuclear Power Plant today achieved an important milestone when the Reactor Pressure Vessel was unsealed paving the way for removal of dummy fuel and inspection of the vessel, moving closer to filling real fuel in the reactor.

"...An important milestone of unsealing of Reactor Pressure Vessel is achieved today. During early hours, the equipment known as "Multiple Stud Tensioner" was lowered on the top of the sealed reactor pressure vessel to loosen all the studs which are used for sealing the vessel," a KNPP release said.

This would facilitate removal of dummy fuel assemblies from the reactor pressure vessel. Subsequently reactor pressure vessel inspection would be taken up, KNPP Senior Manager (HR) K Anbumani said in the release.

The Atomic Energy Regulatory Board had on May 10 permitted KNPP to open the Reactor Pressure Vessel Top Head, Dummy Fuel Assembly removal and the vessel inspection, one step short of filling enriched uranium.

The release said the process of commissioning activities were in progress on round-the-clock basis.

It also said R.S.Sundar has taken charge as KNPP Site Director from M.Kasinath Balaji, who has been shifted as the first Executive Director Operations-Light Water Reactors, Nuclear Power Corporation of India Limited, Mumbai.

NPCIL last week said the 1000 MW first unit of the controversy-hit KNPP in Tirunelveli District was expected to start commercial operations in August this year.

Commissioning work of the reactor at the Indo-Russian project, which had remained stalled following protests by anti-nuclear activists citing safety concerns, resumed in full swing after the Tamil Nadu Government gave its green signal in March last.

India: Kudankulam plant awaits AERB clearance

CHENNAI: Even as Tamil Nadu and Kerala governments have written to the Centre seeking more power from the Kudankulam nuclear plant, the Indo-Russian joint venture is awaiting the Atomic Energy Regulatory Board's clearance for commissioning of its first unit.

"The meeting with the AERB officials is scheduled to take place next week. Once we get a clearance from them, we will go ahead with other works relating to the commissioning of unit 1," R S Sundar, site director of the plant, told PTI over phone.

He said work at the plant was proceeding "smooth", and expressed hope of getting AERB clearance very soon.

Tamil Nadu Chief Minister Jayalalithaa had recently written to Prime Minister Manmohan Singh seeking allotment of the entire 2,000 MW to be generated by two units of the KNPP to the state, in view of the "severe power shortage".

She has said the plant would go critical in the next 10 days and power generation would begin then.

Kerala too has staked claim for 500 MW from the project, with its Chief Minister Oomen Chandy wanting the Centre to allocate power from KNPP under 'unallocated' option, earmarked for states facing power crisis.

The over Rs 13,000 crore project of the Department of Atomic Energy, now being worked on by Nuclear Power Corporation of India Limited, has had to pass through turbulent situations with anti-nuclear activists demanding that the project be scrapped, citing safety concerns.
