India: Kudankulam nuclear power plant to be commissioned in May

New Delhi, Mar 20: The Nuclear Power Corporation of India Limited (NPCIL) has made it clear that the Kudankulam Nuclear Power Project (KKNPP) cannot not be commissioned next month. 
 
V Narayanasamy, Minister of State in the Prime Minister's Office, had told the Lok Sabha that the reactors at the plant would be commercially operated in April. However, NPCIL said that Unit-1 of KKNPP can be commissioned only by May. 
 
As for the second unit, NPCIL indicated that it may be commissioned by the year end. This is not the first time that Narayanasamy had given a specific time frame for the commissioning. In Dec 2012, he informed the Lower House of Parliament that commercial operation of one of the two 1000 megawatt reactors would be possible within days. "There is no confusion or delay in commencing generation of power," he averred.

India gets ready for Kodak moment at Kudankulam nuclear power plant

NEW DELHI: India is set to cross a major hump in its nuclear power programme with the Kudankulam plant expected to begin generating power within a month after it goes critical in the next 10 days, marking an end to prolonged delays due to local protests and anti-nuclear activism.

The first unit of the Russian-built nuclear plant is close to a landmark moment after post-Fukushima public unease over atomic power and a powerful alliance of church groups and activists threatened to thwart India's ambitious plans to build 20 plants in the 12th Plan.

Kodak moment

With Tamil Nadu CM J Jayalalithaa backing the project that will ease the state's power deficit and having faced a Supreme Court scrutiny of the $3 billion plant's safety features, the government is anticipating a Kodak moment when turbines begin to turn at Kudankulam.

Successful commissioning of the Kudankulam unit will help translate the promise of power into tangible benefits that the government hopes will help sway public opinion, particularly in the plant's neighbourhood. It will also pave the way for faster work on nuclear plants planned at Maharashtra's Jaitapur and Haryana's Fatehabad.

Five points on the future of nuclear power in India

In response to my recent article in The Hindu, The real questions from Kudankulam” (edit page, September 14, 2012), supporting nuclear power and arguing for an independent regulatory authority, I received much feedback, largely positive, some critical; some of which deserves a response. Many of these points have been made by others, repeatedly, but some are new to me. 

1) Independent oversight: Two credible people said that I was too critical of the Department of Atomic Energy (DAE) and particularly the current regulatory authority, the Atomic Energy Regulatory Board (AERB), which they said has been doing its job “without fear or favour.” This may be true (indeed, India’s nuclear safety record is outstanding) but, if the Kudankulam mess teaches us anything, it is that perceptions matter as much as reality. A truly independent AERB successor, the proposed Nuclear Safety Regulatory Authority (NSRA), with transparency, significant powers and, ideally, international representation, would also serve the cause of safety in future. That the AERB has acted fairly and independently so far does not guarantee that it will always do so. 

Another point is that the NSRA cannot draw on independent nuclear expertise in India because none exists outside the DAE (one reason for international representation). We should encourage investments by the private sector, subject to NSRA oversight, and encourage leading non-DAE institutions, such as the Indian Institutes of Technology, to develop programmes in nuclear engineering. Meanwhile, the NSRA will require civil engineers, seismologists, radiation safety specialists, and other experts besides nuclear scientists, who exist independently of the DAE. 

2) Risks and reality: The probability of a nuclear catastrophe may be very low but is not zero. How can we expose people to such a risk? Indeed, statements from the DAE like “Kudankulam is 100% safe” are not credible and a proper risk assessment is required. But, based on experience, the risk of a catastrophic accident at a nuclear plant seems minuscule compared to a similar risk at unscrutinised chemical factories everywhere: despite Bhopal, which is yet to be cleaned up adequately, there is no demand for bans on such factories. Most nuclear accidents have had few or no fatalities and no leak of radiation. In the past 25 years (since Chernobyl), only Fukushima has resulted in significant radiation exposure to the public. Few industries can claim a better record of safety. 

As for nuclear liability: all of us deserve answers on this. It is not consistent to assert safety while denying liability, as the government apparently seeks to do. 

What of military or terrorist attacks? Israel attacked an Iraqi plant in 1981 and a putative Syrian plant in 2007, but neither plant was loaded with fuel. An attack on Iran could have graver results. To cause a meltdown, such an attack would have to destroy the cooling system but keep the nuclear fuel confined. This looks unlikely, but I’m not a nuclear scientist and the question should be addressed by the DAE. Terrorist threats on the ground look still less likely to succeed. As for a 9/11 type attack: according to the U.S. Council on Foreign Relations website, “no one knows” what would happen if a commercial airliner crashed into one of the older U.S. plants, though many of them are built to withstand impacts from light planes. However, experts rule out a nuclear explosion. A conventional explosion can still spread radiation, but not on the scale of Chernobyl. These are points that, I believe, the DAE should address. 

3) Emergency preparedness and liability: In the event of a disaster at Kudankulam, it is impossible to evacuate such an area rapidly, and medical facilities are inadequate. But this is not unique to nuclear power. Cyclones, floods, industrial accidents all occur regularly and we have not learned our lessons. The DAE should take the lead in ensuring disaster preparedness near its installations, but cannot be blamed for our country’s larger failures.

India: Kudankulam nuclear power plant is safe: NDMA

In the midst of ongoing protests against Kudankulam Nuclear Power Plant, the National Disaster Management Authority today said all nuclear installations in the country were safe and there was no need for any worry for the people living in the surrounding areas.

"There is no need for any concern for any of the plants," NDMA vice-chairman M Shashidhar Reddy said at a press conference here.

Reddy said Prime Minister Manmohan Singh, senior government officials and experts have repeatedly said there would be no compromise on the safety standard of any of nuclear plants.

"Not only Kudankulam but Kalpakkam Atomic Power Station, which too is located in Tamil Nadu, is also safe. Government has taken several safety measures and it would continue to do so. I think there is need for some awareness," he said after a day-long session on various aspects of disaster management organised on the occasion of 8th foundation day of NDMA.

Reddy said government has already announced a Rs 500 crore development project for the surrounding areas of Kudankulam Nuclear Power Plant.

"We have asked all states, which have nuclear plant, to prepare development plan for people living in areas near the plant. Karnataka is preparing one and other states will also come up. Fund is not an issue," he said.
The NDMA vice-chairman said drills were carried out in six states which host nuclear plants to aware people how to deal with any disaster.

INDIA: KUDANKULAM NUCLEAR PLANT SET TO GENERATE POWER

Kolkata, Sept. 3 -- Ending the long legal and socio-political battle, the Kudankulam Nuclear plant in Tamil Nadu is all set to start generating power from next month, opening a new vista in the country's nuclear safety regulations.

This was announced here today by well-known nuclear scientist and former Chairman of Atomic Energy Commission as well as the Planning Commission M R Srinivasan while addressing an international seminar on 'Frontiers of Sciences' and later speaking to reporters on the sidelines.

Dr Srinivasan, who is now a member of the AEC, said following a recent Chennai High Court order dismissing a Public Interest Litigation(PIL) filed by the Peoples' Movement Against Nuclear Energy(PMANE), a self-styled Human Rights Organisation, the Kudankulam Plant authority under the guidence of the Nuclear Corporation of India (NPCI) was now gearing itself to start loading the nuclear fuel to generators from as early as next week.

" As a result generation of nuclear power by the plant in all likelihood would start from next month(October)itself," Dr Srinivasan said in support of his observation, adding that initially about 350 mw of power would be generated from its two reactors.

Referring to the safety measures undertaken by the plant authority, costing over Rs 500 crores over the past few years, the AEC member assured the audience that all possible measures had been in place to ensure maximum safety to the plant by all international standards.

The two major nuclear accidents at Chernobyl in Russia in the year 2000 and one at Fukushima plant in Japan last year had opened the eyes of every nuclear scientists in case of accidents and natural disasters.
" These unfortunate incidents forced all reactors in every nuclear plant across the globe to adopt the most stringest safety norms without any compromise at any point to prevent any Chernobyl or Fukushima like disasters in future," he emphasised.

Underscoring the need for more and more countries, particularly India,to opt for nuclear power generation to meet their rising energy demand,Dr Srinivasan claimed that without nuclear power India could no longer have cheap and abundant source of electricity to ensure over seven per cent annual GDP growth.

India: Kudankulam nuclear power plant gets nod for loading fuel

CHENNAI: The Kudankulam nuclear power plant is likely become operational by month-end with the Atomic Energy Regulatory Board (AERB) giving its approval for loading fuel in the 1,000MW first unit. The green signal for loading fuel, the last step before the reactor starts producing power, came after a meeting of the regulatory board on Thursday evening.

"The board in principle gave its clearance for loading fuel after reviewing the progress of Unit 1. An official communication is being sent to the Nuclear Power Corporation Limited (NPCIL) and the plant authorities in this regard," AERB chairman S S Bajaj told TOI. Once the first of the two 1,000MW units becomes operational, Tamil Nadu will get around 450MW and the rest will be shared between Kerala, Puducherry and the central grid.

Fuel loading is likely to begin in another 10 days and power production by the end of this month, said an NPCIL official. "The fuel assemblies are ready, which are open to inspections by officials of the International Atomic Energy Agency (IAEA). Fuel loading will happen in the presence of IAEA officials," the official said. Russia, which has provided the two VVER-type reactors, has also provided the fuel to last till the lifetime of the reactors (35 years).

India - Kudankulam Nuclear Power Project reactor commissioning very soon


MADURAI: The first reactor of the Kudankulam Nuclear Power Project (KKNPP) is inching closer towards commissioning. The pre-service inspection of Reactor Pressure Vessel (RPV) of Unit I of KKNPP began on Saturday.

N Nagaich, executive director, (Corporate Planning and Communications), NPCIL, said it was an important activity in the commissioning of the unit before fuel loading.

India: Reactor Pressure Vessel opened in Kudankulam Nuclear Power Plant

CHENNAI: The Kudankulam Nuclear Power Plant today achieved an important milestone when the Reactor Pressure Vessel was unsealed paving the way for removal of dummy fuel and inspection of the vessel, moving closer to filling real fuel in the reactor.

"...An important milestone of unsealing of Reactor Pressure Vessel is achieved today. During early hours, the equipment known as "Multiple Stud Tensioner" was lowered on the top of the sealed reactor pressure vessel to loosen all the studs which are used for sealing the vessel," a KNPP release said.

This would facilitate removal of dummy fuel assemblies from the reactor pressure vessel. Subsequently reactor pressure vessel inspection would be taken up, KNPP Senior Manager (HR) K Anbumani said in the release.

The Atomic Energy Regulatory Board had on May 10 permitted KNPP to open the Reactor Pressure Vessel Top Head, Dummy Fuel Assembly removal and the vessel inspection, one step short of filling enriched uranium.

The release said the process of commissioning activities were in progress on round-the-clock basis.

It also said R.S.Sundar has taken charge as KNPP Site Director from M.Kasinath Balaji, who has been shifted as the first Executive Director Operations-Light Water Reactors, Nuclear Power Corporation of India Limited, Mumbai.

NPCIL last week said the 1000 MW first unit of the controversy-hit KNPP in Tirunelveli District was expected to start commercial operations in August this year.

Commissioning work of the reactor at the Indo-Russian project, which had remained stalled following protests by anti-nuclear activists citing safety concerns, resumed in full swing after the Tamil Nadu Government gave its green signal in March last.

India: Kudankulam nuclear plant to be commissioned in 40 days: Govt

NEW DELHI: The first unit of the Kudankulam nuclear power project is expected to start generating electricity in the next 40 days, minister of state in the Prime Minister's Office V Narayanasamy said on Monday.
He said the Atomic Energy Regulatory Board (AERB) officials were at the Kudankulam project site and inspecting the plant.

CHENNAI: Work at the Kudankulam Nuclear Power Plant (KNPP) was not affected in the wake of massive earthquake in Indonesia triggering fears of tsunami though the plant is "generally on alert," a top official said today.

"We received the alert from Indian National Centre for Ocean Information Services in Hyderabad and we are generally on alert. But our work is continuing," M Kasinath Balaji, site director, Kudankulam Nuclear Power Plant, told PTI.

He said the walls of KNPP are 7.5 m high and the plant itself is situated on a raised platform.

Work at the plant started recently after several months of protests by anti-nuclear activits stalling the commissiong of its first unit

India tells Sri Lanka not to worry over Kudankulam nuclear plant

Apr 11, New Delhi: In a measure to allay Sri Lanka's fears on the Kudankulam nuclear plant in India's Southern coast, India said today that the plant has high safety standards and a legal mechanism to deal with the trans-boundary liability issues.

The Kudankulam plant in the state of Tamil Nadu, just 250 km from Sri Lanka's northwest coastal town of Mannar, will produce 4.5 GW of power making it one of the world's largest nuclear plants.

In the event of a nuclear disaster in a South Indian plant, Sri Lanka would be in the direct path of the impact range and the disaster would wreak havoc in the tiny island as Sri Lanka Atomic Energy Authority does not possess adequate facilities to face a threat of nuclear accident.

"Sri Lanka has no reason to worry. The safety features of Kudankulam are of high standards, which have been cleared and verified by several independent groups," Atomic Energy Commission Chairman Srikumar Banerjee told Indian media today in New Delhi.

Sri Lanka's Power and Energy Minister Champika Ranawaka recently said that the concerns over the South Indian nuclear plants will be raised when the IAEA sessions are held in September this year.

Banerjee, as said that the Indian Parliament has passed the Civil Liability for Nuclear Damage Bill in 2010 to take care of trans-boundary issues in case of nuclear accidents.

A task force of Nuclear Power Corporation of India Limited (NPCIL) has comprehensively reviewed the safety features of the Kudankulam Plant in the context of recent Fukushima accident in Japan.

A report by the Indian Department of Atomic Energy says in the Kudankulam reactor design, many advanced safety features are deployed such that any intervention in the public domain outside the plant exclusion zone will not be required even in case of an accident.

Nuclear Power Corporation of India Limited to fast-track Kovvada nuclear plant

RANASTHALAM (SRIKAKULAM): With the decks having been cleared for the Kudankulam nuclear power plant in Tamil Nadu, the Nuclear Power Corporation of India Limited (NPCIL) is now planning to conduct a public hearing on the proposed 10,000 MW nuclear power plant at Kovvada Matsyalesam in Ranasthalam mandal in either July or August.

Public hearing was delayed fearing outcry from locals after the Fukushima nuclear disaster in Japan last year. But after the successful completion of Kudankulam plant and the first reactor likely to be commissioned in three months, the NPCIL authorities are gearing up to fast-track the works on Kovvada N-plant. Sources said the public hearing would be held in July-end or August first week.

Chief engineer of the plant G Venkata Ramesh told TOI that data on geographical parameters for designing the reactors is being collected. Data on humidity, temperature, tidal waves position, wind speed, rain gauge and other aspects would be taken into consideration for designing of the reactors, he said.

He said the construction of the plant would be completed within four and a half years along with the commissioning of two reactors in the first phase. "Works on the remaining four reactors would be taken up later," he said. Each reactor's capacity is likely to be around 1300-1500 MW.

He said the authorities were preparing a blueprint for the rehabilitation and resettlement. People of Peda Kovvada, Chinna Kovvada, Tekkali and Ramachandrapuram would be evacuated for the proposed power plant. Initially, people of more than 30 villages in Ranasthalam mandal had opposed the plant but now some of them were given their nod for the plant if the government offers them a better R&R package.Sources said that the land acquisition process would begin in six months and ground-levelling works by the end of this year.

Kudankulam nuclear power plant set to roll in six weeks

NEW DELHI: The controversy-hit Kudankulam nuclear power plant in Tamil Nadu is set to be operationalized, with its first 1,000mw unit to be opened soon as the project's safety audits have been completed and local resistance now reduced to a few hundred protesters.

While the report of the expert group set up by the Tamil Nadu government is awaited, the state government is more supportive of the project being commissioned and the Centre's action against NGOs alleged to have diverted foreign funds to fuel the stir is seen a precursor to the plant being activated.

"I am hopeful of moving forward. The expert committees have done their job. Safety issues have been addressed. The plant's first unit can be in working order once we are able to move in the required staff," Srikumar Banerjee, secretary at the department of atomic energy, told ToI.

The head of India's nuclear establishment said it will not be easy to outline a timeframe, but the process of loading fuel can get underway once the atomic energy regulatory board is consulted. "The plant has been idle and so the AERB will lay down guidelines. Once these are followed, the plant will generate power," Banerjee said.

The two units are "99% and 94%" ready, according to the Nuclear Power Corporation of India and it is estimated that the first unit can be up and running within six to eight weeks.

MoS in PMO V Narayanasamy has said that the NGOs that have been banned were channeling funds meant for sectors like health and education for sustaining the anti-nuclear protests.

The prolonged standoff at the plant site had led to a 100 staff being allowed to access the project site in two batches daily. This has made keeping the plant in running order difficult as a nuclear installation cannot be switched off in the manner of a conventional factory. The plant needs to be tended to by 3,000 workers, scientists and technicians to get it going.

But Prime Minister Manmohan Singh's decisive intervention in stating that foreign NGOs insensitive to India's developmental needs were backing the stir and the government's action in banning three groups indicates a resolve to end the stalemate.

The decision follows some quiet exchanges between the centre and state government and spadework in the project area where fishing communities have been leading the agitation. The role of church organizations, perhaps worried that the project might reduce their influence, were active in opposing the plant.

The government has reached out to the church groups and sought to convince them that the plant has some of the best safety equipment available globally. Talks with anti-nuclear groups did not, however, make much headway with officials claiming that the protestors were fundamentally opposed to nuclear power and did not set much store by the government's assurances.

The move against NGOs is seen as a last resort as the UPA has been sensitive about not getting into a confrontation with such groups although it has had a showdown with sections of civil society like the Anna Hazare movement.

It is significant that the Tamil Nadu government, which has been concerned about local reactions, has not contradicted the PM's remarks on the role of foreign funds being diverted from the purposes that they were received. A home ministry probe is understood to have established the diversion of funds.
