Edison International (EIX) plans to
permanently close its San Onofre nuclear plant in California,
shut since January 2012 by a leak of radioactive water, because
regulators may take too long to decide whether it can restart.
Southern California Edison, the utility unit that owns and
operates the two reactors, will record after-tax costs of $300
million to $425 million this quarter as a result of shutting the
reactor, Rosemead, California-based Edison said today in a
statement.
Four commercial nuclear-power units have been permanently
closed in the U.S. this year, the highest ever annual total,
according to U.S. Nuclear Regulatory Commission data. A glut of
shale-fed natural gas and government-subsidized wind has upended
power market dynamics and squeezed margins, making costly
repairs uneconomical for some nuclear operators.
“The continuing uncertainty about when or if SONGS might
return to service was not good for our customers, our investors,
or the need to plan for our region’s long-term electricity
needs, Chairman and Chief Executive Officer of Edison Ted Craver
said in the statement.
The decision to shut the reactor came after the NRC’s
Atomic Safety and Licensing Board ordered a hearing on the
company’s plan to restart the least-damaged reactor at 70
percent of full power. A regulatory decision may be a year away,
Edison said in today’s statement. Time and money are better
spent on plants or power lines to replace San Onofre’s output,
the company said.
Both reactors at the San Onofre plant, about 45 miles (72
kilometers) southeast of Long Beach were shut by the radioactive
leak and discovery of unusual wear on tubes that transfer
reactor heat to power-generating turbines. The plant had the
capacity to generate 2,200 megawatts, enough to power 1.76
million average homes.

Palisades Nuclear Power Plant remains out of service
Allegan County — The Palisades Nuclear Power Plant near South Haven remains out of
service today after the facility was shut down just before 5 p.m.
Friday.
The plant was shutdown Friday “for repair work activities, following several days of troubleshooting the plant’s component cooling water heat exchanger system,” according to spokesman Mark Savage.
Electrical work on the main generator disconnect switch in the plant’s switchyard will also be performed while the plant is out of service, Savage said.

NRC reviews Exelon nuke plant after Sandy
The U.S. Nuclear Regulatory Commission began a special
inspection Tuesday of the nation's oldest nuclear power plant, looking
into how it decided when to issue an alert as floodwaters from
Superstorm Sandy rose nearby.
"Nevertheless, there are certain observations involving procedures and on-site activities that surfaced during the event warranting a closer look," said Bill Dean, the NRC administrator for the region including Oyster Creek. He added that there were no immediate safety concerns.

Palisades nuclear power plant standing upgraded by federal regulators
COVERT, MI — The Nuclear Regulatory Commission says
performance at Palisades nuclear power plant has improved enough to
upgrade its standing with the agency, but it is requiring
additional inspections at the plant in 2013.
The decision to upgrade the plant's standing comes after a nine-member team investigated the plant over 11 days in September. The team was charged with looking at many issues, including whether the safety culture at the plant has improved.
The NRC said Entergy, the company that owns Palisades, has made improvements and addressed deficiencies, but that the plant will have another 1,000 hours of inspections performed in 2013, in addition to the 2,000 hours required annually. This is because of several leaks at the plant this year, including one in the containment building. NRC spokeswoman Viktoria Mitlyng said the extra hours were imposed to ensure the changes that have been made are continued into the next year.
“While the licensee has demonstrated satisfactory resolution of the most significant risk issues and we have no immediate safety concerns, other issues, such as the leaks that came to light during this year, continue to occur,” Charles Casto, Midwest administrator for the NRC, said in a statement.

Wisconsin Nuclear Reactor to Be Closed
WASHINGTON — The owner of a small nuclear reactor in Wisconsin said Monday that it would close the Kewaunee Power Station early next year because it was unable to find a buyer and the plant was no longer economically viable.
The decision was viewed as an early sign that the wave of retirements of
old generating stations across the Midwest is now stretching from the
coal industry into nuclear power, driven by slack demand for energy and
the low price of natural gas.
After receiving a 20-year extension from the Nuclear Regulatory Commission in February 2011 to continue operating
Kewaunee, Dominion, based in Richmond, Va., put the power station up
for sale. At 556 megawatts, it is about half the size of the largest
plants now operating and is the only reactor at the Carlton site,
rendering costs higher per unit of power than sites with two reactors.
Dominion had hoped to buy several reactors in the Midwest that could
share some overhead expenses with Kewaunee, but did not succeed.
“This was an extremely difficult decision, especially in light of how
well the station is running and the dedication of the employees,” said
Thomas F. Farrell II, Dominion’s chairman, president and chief
executive, in a statement. “This decision was based purely on
economics.”
He said nuclear power would be essential to the nation’s energy future —
just in other places. The company owns six other reactors at three
sites, and will take a one-time charge of $281 million for the closure,
which it expects in the spring.
Cancer risks near seven nuclear sites to be studied
HARTFORD, Conn. (AP) — Federal regulators say a pilot study of cancer
risks posed to residents near seven nuclear power sites in the United
States will update 22-year-old data, but an industry group says the
study won't come up with anything new.

Germany and Japan head toward a possible decline in technical expertise,
Nuclear Regulatory Commission (NRC) Chairwoman Allison Macfarlane said
Thursday.
After the March 2011 nuclear reactor meltdown at Japan’s Fukushima Daiichi power plant, Germany decided to phase out nuclear power by 2022. Japan’s government also said it plans to eliminate nuclear power, though it is unclear whether that will materialize.
Curtailing nuclear power in those two leading nuclear nations will “probably” result in a shortage in technical proficiency there, Macfarlane said at a discussion hosted by the Center for American Progress, a left-leaning think tank.
“You’re probably not going to see a lot of young people becoming nuclear engineers. And so this is a concern not only to the nuclear industry, but to the regulators because you want to make sure that you have adequate staff to ensure that these facilities operate safely,” she said.

Bill could delay Seabrook nuclear plant relicensing
SEABROOK — The approval of a 20-year extension of
the Seabrook Station nuclear power plant's operating license could be
delayed until 2020 if a bill proposed by two Democratic federal
legislators from Massachusetts is approved by Congress.

6554 filed by Reps. Edward Markey and John Tierney would prohibit the
U.S. Nuclear Regulatory Commission from granting a license extension to
any current nuclear plant licensee that applies for it more than 10
years prior to the expiration of its current license. Seabrook Station
has already petitioned the NRC for a 20-year extension of its operating
license, which will not expire until 2030.
“Allowing the NRC to give a 60-year-long clean
bill of health to reactors that are in their nuclear adolescence,
especially one with documented safety issues such as Seabrook, is like
allowing a doctor to assure a 20-year-old smoker they will never get
lung cancer,” Markey wrote in a joint press release issued with Tierney
dated Sept. 26, explaining the reason for filing the bill. “This
legislation will help ensure that the effects of aging on America's
nuclear power plants are more well-known before granting any license
extensions, so nearby residents can have some confidence that the
reactors' 'golden years' won't involve catastrophic aging-related safety
failures.”
Doug Bogen, executive director of
the Exeter-based Seacoast Anti-Pollution League, a local nuclear
watchdog group, said this kind of legislation has been a long time
coming.

Damaged San Onofre nuclear plant in Calif. submits restart plan for reactor
LOS ANGELES — The operator of California’s ailing San Onofre nuclear
power plant proposed Thursday to restart one of its shuttered reactors
after concluding it could be run safely despite damage to scores of
tubes that carry radioactive water.
A plan to return even one reactor to service is a milestone for Southern California Edison, which has spent months unraveling what caused excessive tube vibration and friction inside the plant’s nearly new steam generators, then determining how it might be fixed.
But the plant is far from returning to robust operation.
Edison’s plan, which must be approved by federal regulators, calls for operating Unit 2 at reduced power for five months, then shutting it down for inspections. The outlook for the more heavily damaged Unit 3 is bleaker — no decision is expected on its future until at least next summer.
Meanwhile, the company is facing a state review of costs related to the long-running outage that could leave customers or shareholders with a huge bill for repairs and replacement power — a figure that had reached $165 million at midyear. The company did not update those figures Thursday.
Edison, a subsidiary of Edison International, filed its proposal with the Nuclear Regulatory Commission, which is expected to take months to review the details. The NRC has said there is no timetable to restart the plant.
“The agency will not permit a restart unless and until we can conclude the reactor can be operated safely,” NRC Chairman Allison Macfarlane said. “Our inspections and review will be painstaking, thorough and will not be rushed.”

Three Mile Island unit back after shutdown
MIDDLETOWN, Pa. - A unit at the Three Mile Island nuclear power plant in central Pennsylvania has been returned to service following an automatic shutdown triggered by a malfunctioning pump.
Exelon Generation officials told The (Harrisburg) Patriot-News that the plant's Unit 1 was returned to service Saturday when operators connected the turbine generator to the regional power grid. Nuclear Regulatory Commission spokesman Neil Sheehan said once the reactor has cooled, workers will be able to access the containment building and try to solve the problem.

Three Mile Island nuclear reactor shuts down unexpectedly

The system tripped when "the pump stopped operating and created a power/flow imbalance," said NRC spokesman Neil Sheehan.
The plant responded as designed and is stable with no impact on public health or safety, added NRC spokeswoman Diane Screnci.
If any radiation was in the released steam, Screnci said, it would be below detectable levels.
Exelon, the plant operator, said in a statement that "during the shutdown, steam was released into the atmosphere, creating a loud noise heard by nearby residents."

Palisades nuclear power plant inspection to begin this week
A critical two week federal inspection of the Palisades nuclear power plant begins Monday.
Nuclear Regulatory Commission inspectors want to determine if Palisades’ owners have addressed problems that have raised questions about the nuclear plant’s “culture of safety”.
The problems have resulted in four unscheduled reactor shutdowns.
“It’s a very important inspection for us,” says Anthony Vitale, the plant’s site vice president, “And it will give us a very good scrub as to where we are. We expect to come out of that with very good ratings.”
If Palisades doesn’t get very good ratings from the NRC inspectors, the west Michigan nuclear plant will be subject to a much more intensive inspection that could take 18 months.
Chuck Casto is the NRC’s regional administrator. He says Palisades’ owners claim to have made progress to improve the plant’s “culture of safety”. Casto says this inspection will determine if those claims are true.

Piling up spent nuclear fuel presents future disposal challenge
Even were the Energy Department to resume this year licensing efforts for Yucca Mountain as a permanent nuclear power waste disposal facility, it would still be 15 years before the site could start accepting spent fuel, says the Government Accountability Office.
By then, about 50,000 metric tons of spent fuel stored roughly equally in wet and dry storage will have accumulated, assuming that no new nuclear power plants open in the interim, according to Nuclear Energy Institute estimates cited by the GAO in an Aug. 15 report (.pdf) not posted online until Sept. 14.
The Yucca Mountain facility in Nevada was to have accepted its first delivery of spent fuel in 1998, but the Energy Department instead announced in 2009 it planned to terminate licensing work. Last year, Nuclear Regulatory Commission commissioners directed the licensing board to suspend work by Sept. 30, 2011.
"Currently, it remains uncertain whether NRC will have to resume its license review efforts and whether a repository at Yucca Mountain will be built," auditors say. Licensing an alternate disposal facility would likely take about 40 years, the GAO estimates--by when close to 140,000 metric tons of spent nuclear fuel will have accumulated.
Nuclear power plant operators have increasingly turned to dry cask storage to store spent fuel rods as pools for the wet storage of spent fuel rods have become more crowded. Spent fuel rods must stay inside pools of water for at least 5 years in order to cool down sufficiently to be stored in a dry cask, where passive air flow is sufficient to keep the spent fuel from heating to dangerous level.
Delays in a centralized nuclear waste disposal facility mean that reactor operators face uncertainty in selecting the type of metal canister spent fuel rods should be placed in for dry cask storage, auditors say. The Energy Department did publish canister specifications for waste destined for Yucca Mountain, but the canister never went into production.
They also warn that in the decades it will take to open a disposal facility--or even an interim centralized storage facility where spent fuel could be consolidated--spent fuel will pile up onsite at nuclear power plants. Most American reactors will reach the final end of their license by about 2030 and will siphon off the pools by about 2040.

Murkowski presses Obama official on late nuclear waste plan

Sen. Lisa Murkowski (R-Alaska) pressed an Energy Department (DOE) official Wednesday for answers on why the Obama administration missed a summer deadline for finalizing a nuclear waste storage plan.
“The government’s failure to address our nuclear waste issues is damaging to the development of future nuclear power and simultaneously worsening our nation’s financial situation,” Murkowski said during opening remarks at a hearing of the Senate Committee on Energy and Natural Resources. “We need to act, and we need to act soon.”
The administration did not meet a scheduled July 31 deadline to complete its nuclear waste storage plan.
Peter Lyons, DOE assistant secretary for nuclear energy, told the Senate committee the administration is uncertain when the plan will be ready.
That plan is supposed to design a way to implement recommendations from the Blue Ribbon Commission on America’s Nuclear Future, a group formed by President Obama in 2009 to evaluate the nation’s handling of nuclear waste.
“That work does continue and is nearing, I think, a conclusion,” Lyons said. “The matter is very much ongoing.”
When Murkowski asked Lyons to clarify whether a plan would be ready in a month, six months or a year, Lyons said he did not have enough specifics to comment.
The topic of nuclear waste became more highly politicized when the Nuclear Regulatory Commission (NRC), under former chairman Gregory Jaczko, stopped reviews of the Yucca Mountain disposal site in Nevada.
The NRC said it lacked the money to continue reviewing the site. Republicans, however, charged that shutting Yucca down was a political decision led by the administration and Senate Majority Leader Harry Reid (D-Nev.).
A bill discussed at Wednesday’s hearing recalled that dispute.
The bill (S. 3469), introduced by committee chairman Sen. Jeff Bingaman (D-N.M.), largely adopts the Blue Ribbon Commission’s recommendations.
It would encourage moving nuclear waste currently stored at nuclear reactors to consolidated interim sites until Congress approves a long-term repository. It also would open up more potential permanent repository sites for consideration beyond Yucca.
But Murkowski said the bill would prohibit interim storage until the NRC receives a formal application for a permanent site. That could get the process ensnarled in legal and political battles much like Yucca, she said.
Bingaman said such a provision was necessary to ensure interim sites do not become de facto permanent sites.
That contention is what will prevent the bill from going forward this year, Bingaman and Murkowski said, adding they largely agreed on many of the bill’s other provisions.

Vermont Yankee nuclear power plant sues over new state tax
MONTPELIER, Vt. — The Vermont Yankee nuclear plant on Tuesday filed a lawsuit against the state over taxes on the plant that the Legislature passed this year.
Vermont Yankee had already won a round in federal court over the state's efforts to close the reactor in Vernon, 120 miles south of Montpelier. That case is now on appeal at the U.S. 2nd Circuit Court of Appeals in New York.
The new lawsuit, by New Orleans-based plant owner Entergy Corp., targets taxes that increase the reactor's annual state tax levy from about $5 million to about $12.8 million, according to a statement released by Entergy.
Supporters of the new taxes said they were designed to replace money the plant paid the state under agreements in 2003 and 2005 that saw the state drop its opposition to the plant boosting its power output by 20 percent and to the plant's plan for storage of more highly radioactive nuclear waste on its grounds.
Those agreements lasted until March 21, the end of the plant's initial 40-year operating license. The Nuclear Regulatory Commission approved a 20-year license extension last year.
Rep. Tony Klein, D-East Montpelier and chairman of the House Natural Resources and Energy Committee, said Tuesday the state's intent was for Vermont Yankee to shut down.
But Entergy, after winning its new federal license last year, sued the state in a bid to stay open, which the plant has succeeded in doing.
U.S. District Court Judge J. Garvan Murtha ruled in January that federal law pre-empted the state from trying to shut its lone reactor down, located in the southeast corner of the state, near Massachusetts and New Hampshire, which both receive power from it. Lawmakers responded by issuing the new tax to make up for the revenue lost when the earlier agreements expired in March.
"If they are continuing to operate then they ought to operate under the same conditions that they operated under before," Klein said Tuesday.

San Onofre Power Plant To Empty Radioactive Fuel From One Reactor
SAN CLEMENTE, Calif. -- The operator of the San Onofre nuclear power plant is preparing to empty the radioactive fuel from one of its twin reactors, a federal official said Monday, another sign the plant won't be operating at full capacity anytime soon, if ever.
Tons of fuel inside the disabled Unit 3 reactor will be moved into storage in mid-September, Nuclear Regulatory Commission inspector Gregory Warnick told The Associated Press on Monday.
The plant located between Los Angeles and San Diego has been shut down since January, after a break in a tube that carries radioactive water. Investigators later found unusual wear on scores of tubes inside the plant's four steam generators, and Southern California Edison has been trying for months to determine how to fix it.
Edison has previously said it's focusing on repairing the Unit 2 reactor, which had been taken offline earlier in January for maintenance, and that "the Unit 3 reactor will not be operating for some time."
Damage to the tubes in Unit 2 is less widespread, but there's no timetable for its possible restart.
Unit 3 "is clearly not the focus right now in terms of correcting the steam generator issues," said Warnick, the NRC's senior resident inspector at San Onofre. "Unit 3 is going to take more work."
Dave Lochbaum, director of the Union of Concerned Scientists' nuclear safety project, said placing the radioactive fuel in storage puts the reactor in a condition "requiring the least amount of safety equipment to be operable, and therefore the fewest number of tests and inspections to be performed."
Coming shortly after Edison announced plans to cut its workforce, "reducing the scope of required work at the jobsite is a good thing to do before discharging workers," Lochbaum said.

Calvert Cliffs-3 Reactor License Denied; NRC Licensing Board Rules In Favor Of Intervenors, Says Atomic Energy Act

TAKOMA PARK, Md., Aug. 30, 2012 /PRNewswire/ -- A three judge Nuclear Regulatory Commission Atomic Safety and Licensing Board (ASLB) today denied a license for the proposed Calvert Cliffs-3 nuclear reactor on the Chesapeake Bay in Maryland.
In a 29-page decision, the ASLB agreed with intervenors that the Calvert Cliffs-3 project would be in violation of the Atomic Energy Act's prohibition against foreign ownership, control or domination, and that the project's owner, UniStar Nuclear, is eligible neither to receive a license nor to even apply for a license. UniStar is 100% owned by the French government's Electricite de France.
Said the ASLB, "For the aforementioned reasons, the Board grants summary disposition in favor of Joint Intervenors as to Contention 1 and finds Applicants currently ineligible to apply for or obtain a license. The license cannot be granted as long as the current ownership arrangement is in effect."
This is only the second time in history a reactor license has been denied by an Atomic Safety and Licensing Board. The first was the license application for the Byron reactor in Illinois in 1984, which was briefly denied because of quality assurance problems at the site. But that decision was quickly overturned on appeal as the utility already had initiated a program to correct the problems.
In this case, the ASLB is giving UniStar 60 more days to find a U.S. partner that might enable it to meet the foreign ownership restrictions before the ASLB declares the proceeding concluded. The decision noted that UniStar already has had nearly two years since it became solely owned by EDF to find a partner, and has not shown any progress toward that. UniStar can appeal this decision to the NRC Commissioners.

Calvert Cliffs nuclear reactor shut down
Operators of the Calvert Cliffs nuclear power plant in Southern Maryland have shut down one of the two reactors there because a control rod unexpectedly dropped into the reactor core, causing a reduction in power generation, a plant spokesman said Monday.
The incident happened Sunday afternoon, prompting the plant's staff to shut the reactor down to find and fix the cause of the malfunction, according to Kory Raftery, spokesman for Constellation Energy Nuclear Group. Control rods are used in a reactor to limit the fission taking place among the reactor's enriched-uranium fuel rods.
An unplanned insertion of a control rod into a reactor core can "create an imbalance in the fissioning and pose challenges for reactor operators," according to Neil Sheehan, a spokesman for the Nuclear Regulatory Commission. He described it as an infrequent occurrence among U.S. nuclear plants.
The plant spokesman said there was no risk to the public from the control-rod problem, noting the plant's redundant safety systems. But he said that "the safe and prudent decision was to shut the unit down" until inspections and maintenance could be performed.
Raftery could not predict when Unit 1 would be back in operation, but noted that Unit 2 is still running at full power at the plant, which is 70 miles south of Baltimore.

NRC Freezes All Nuclear Reactor Construction & Operating Licenses In U.S.

The U.S. Nuclear Regulatory Commission (NRC) acted today to put a hold on at least 19 final reactor licensing decisions - nine construction & operating licenses (COLS), eight license renewals, one operating license, and one early site permit - in response to the landmark Waste Confidence Rule decision of June 8th by the U.S. Court of Appeals for the D.C. Circuit.
The NRC action was sought in a June 18, 2012 petition filed by 24 groups urging the NRC to respond to the court ruling by freezing final licensing decisions until it has completed a rulemaking action on the environmental impacts of highly radioactive nuclear waste in the form of spent, or 'used', reactor fuel storage and disposal.

As Harry Reid holds up Yucca Mountain, a perfectly dry and geologically inactive site, the nation will begin to suffer the inability to continue nuclear power operations. The results will be runaway energy costs, reduced production capabilities, jobs losses, and an overall lowered standard of living for the people of the United States.
The Barack Obama Administration has purposely put in NRC Chairpersons that are anti-nuclear power and have thwarted the zero emission operations of our nuclear power fleet.
The halting of these new plants is a huge blunder as they create far more power, are less expensive, have far less waste, use far less fuel, are highly efficient, and exceedingly safe.
It is a shame when politics trumps common sense and intelligence.
Nine Mile Nuclear Plant begins dry runs with new spent fuel storage method
SCRIBA, N.Y. -- It's a question that is becoming more difficult to answer over time: Where can the radioactive byproduct of nuclear power, known as spent fuel, be stored?
Nuclear Regulatory Commission Public Affairs Officer Neil Sheehan says there isn't a simple answer to that question.
"We don't have a national depository, nothing on the horizon indicating we're gonna have one and we don't do recycling in this country," Sheehan said.
Meaning there's simply no place to put the nuclear waste. Initially, Olympic size pools were constructed at each nuclear plant to hold the spent fuel, but that was meant to be only a temporary solution while the federal government searched for a place to store it permanently. Decades later, a spot has not been found, so plants like Nine Mile have turned to storing the waste in on-site outdoor concrete storage modules.
"We are moving spent fuel from our spent pools inside the plant and we will be moving it out here to safely store it in dry cask storage facility," said Constellation Energy Nuclear Group Spokesperson Jill Lyon.
Nuclear plants throughout the country started using these types of storage facilities in the early 90s when the earliest constructed spent fuel pools began to fill up. But before the move can begin, staff are undergoing intense training and the Nuclear Regulatory Commission will be closely monitoring the dry runs, set to begin this week.
